Touristenhafen

Hallo in die Runde,

Ich spiele mit zwei Freunden einen Koop-Multiplayer. Bis auf die Passage haben wir alle dlc aktiviert. Dennoch ist es uns nicht möglich, den Besucherhafen in der Alten Welt zum Touristenhafen auszubauen. Unsere Stadt hat über 26.000 Einwohner und jede Menge Investoren. Woran kann das liegen? Ich habe schon gegoogelt und hier im Forum gesucht, aber nichts gefunden.
